Kerala Urban Road Transport Corporation (KURTC) is formed to uplift the city public transport system in the state of Kerala. During 2008 Govt. Of India had formulated a scheme for funding to urban buses under the Jawaharlal Nehru national Urban Renewal Mission with a concept that “Buses will change the face of the city. Buses are great equalizer arrange the society and the benefits of buses reach to all. It works as a great leveler and it is the sustainable transport medium”. For conducting the service operation and the up keeping of the buses allocated through the JnNURM scheme necessitated a special purpose vehicle. Hence KURTC is formed as a subsidiary of KURTC vide GO(MS) No.50/2014/Trans Dtd. 05/07/2014 as per the provision laid under RTC Act 1950,Rule 17(A). The operation and maintenance of the buses under the scheme are also managed by KURTC through the administrative setup of KSRTC.

IInd phase
During the 2nd phase of the project, the Government of India has sanctioned 400 Public Transport buses, including 110 A/C low floor buses and 290 non A/C low floor buses, spread across twelve districts in the State of Kerala as 5 clusters. Apart from this, the Government of India provides fund for creation of infrastructure facilities for operation and maintenance of the buses provided under the scheme.

The Government of India during 2008 has launched a scheme for providing funds to the State Governments / Road Transport Undertakings for purchase of Public Transport buses for plying in Urban areas and for their maintenance under the Jawaharlal Nehru National Urban Renewal Mission (JnNURM), based on the concept that Urban Transport is the key driver for social and economical development of our country and also to meet the requirements in respect of mobility of Urban population.
Ist phase
The scheme has been implemented by the Government of India in two phases. During the 1st phase of implementation, Government of India has provided 80% of the project cost. The Government of India has provided fund support for purchasing 320 Public Transport buses during the 1st phase. The 320 buses comprises of 80 A/C buses and 240 NON A/C buses, deployed in Thiruvananthapuram and Greater Cochin area. Accordingly, 50 A/C low floor buses and 120 non A/C low floor buses are plying in Greater Kochin area from 2009 onwards.

Cluster
At the commencement of JnNURM phase - II KSRTC had submitted 5 detailed project report for the procurement of buses under this scheme by grouping the District headquarters cities except Thiruvanathapuram and Ernakulam in to five clusters as detailed.

The Central Sanctioning and Monitoring Committee ( CSMC ) of Ministry of Urban Development (MoUD ) had sanctioned 400 buses for the five clusters.as detailed.

On completion of the scheme KURTC will have 720 low floor buses consisting 190 A/C Volvo and 530 non A/C buses.
Recently Government of India launched ATAL MISSION FOR REJUVENATION AND URBAN TRANSFORMATION (AMRUT) scheme aiming to reduce pollution in urban areas by switching over to public transport. KURTC will also avail the facility as envisage in the scheme.
